WordPress does allow individual pages to be protected by a password. However, this only protects access to the text on that page and any media (typically images and documents) referenced by the page are not protected and are publicly accessible. This means a PDF document cannot be fully protected.

Also bear in mind that the password is going to have to be shared with others so personal data should not be stored and protected in this way.
